On the 23-28 of August 2007 Sweden will organise a unique international event – World Forum Against Drugs. It will be a manifestation of the common resistance of national and international organisations, self-help groups, treatment centres, cities, local and regional authorities, individuals, artists and others against the illegal drug dealing worldwide.

A short outline of the event:

It will take place in the Kungsträdgården (Royal Garden), Chinateatern (Chinese Theatre), culture club Berns, Nybrokajen 11 and if needed, Aulan and Norra Latin in Stockholm.

Swedish national movements against drugs will have substantial influence over planning the event.

The overall theme will be strongly positive – against drugs, and  for life.

The World Forum will focus more on drug prevention than treatment.

Self-help groups and parents’ organisations will be given plenty of space at the event.

”World Forum Against Drugs” will be visited by a wide range of high-profile guests from all over the world, including many world-famous artists.

The goal is  to manifest the strong popular resistance against drug abuse all over the world,  and the strong support in favour of restrictive drug policies.

”World Forum Against Drugs” will send a message of general support to the UN Drug Conventions, and to UNGASS (United Nations General Assembly Special Session) meeting in 2008.

Hosts:

National movements against drugs (NMAD), European Cities Against Drugs (ECAD), the City of Stockholm and the Swedish government.

Place:

Kungsträdgården (Royal Garden), Chinateatern (Chinese Theatre), Berns, Concert Hall at Nybrokajen 11, and also Norra Latin congress hall in Stockholm.

Time:

August 23-28, 2007.

Banquet in the Stockholm City Hall, Blue Hall,  on August 23, 2007.

Visitor scope:

2 000 – 5 000 delegates and  tens of thousands of visitors are expected.

Languages:

English, Russian, French, German and Spanish.

Activities:

The exhibition will take place in purpose-built premises in Kungsträdgården (Royal Garden) where the exhibitors show who they are and demonstrate their products/services/activities. The budget estimate for the time being is for 15 houses of 5 x 3 meters, but we estimate that 40 “houses” to be built in total.

The meeting between the public and the experts promises exciting dynamics and has an obvious pedagogic value.

We also plan for a large youth event for the young people who will be coming to Stockholm from different parts of the world and from elsewhere in Sweden. This arrangement will probably become a huge drug-free disco in the middle of Kungsträdgården (Royal Garden) in Stockholm.

Seminars and lectures

So far we have booked the Chinese Theatre with 1 249 seats, Berns conference premises with capacity for 400 sitting guests,  Nybrokajen 11 with 800 seats and Norra Latin congress hall with 700 seats.

Major part of the seminars and lectures will be open, and to some, special access will be required.

Two different scenes, a “speakers’ corner” where the exhibitors and the delegates can address the audience in debate form, and also in form of regular seminars/lectures. We will also use the existing “Big Scene” in Kungsträdgården for larger meetings and also for performances by national and international artists.

Furthermore there are plans for an enormous open meeting for NA/Narcotics Anonymous.

School project

We plan to launch a major school project, with specially produced instruction materials for teachers, combined with a competition element which aims at pupils from all over Sweden visiting the World Forum Against Drugs exhibitions and participating in the seminars and lectures.

The audience

People from all over the world who in various ways work with drug issues,  the Swedish general public, students – at first hand 9th- graders and upper secondary level students – from all over Sweden.

Financing

The host organisations are responsible for the fundamental financing. We are looking for both national and international partners. The majority of the exhibitors will pay a show-case fee.

We also plan that participants in seminars/lectures could pay a once-for-all fee for free access to all seminars, space admitting.

The forum shall be as open as possible. The international delegates should feel like welcome guests, instead of customers who pay to facilitate the organisation of the event.

NMAD shall, besides their own work input, contribute with funds towards the budget. The hosting organisations’ own work input shall be weighed in the the budget as a major contribution (10 000 working hours at least). Through collaboration with a number of Swedish and international parties it should be possible to coordinate major international organisations so that they choose to place their meetings under the auspices of World Forum Against Drugs.

Prominent guests

We have applied to the Swedish Royal House to become the  Patron of the project, which would naturally help with contacts with our proposed international guests, for example,  Antonio Maria Costa, Eric Clapton, Phil Collins, Samuel L. Jackson and others.

Representatives of the Swedish government as well as the opposition parties shall be invited.

The City of Stockholm will hopefully be represented by all political parties at the City Hall. Chairmen of the Swedish host organisations will be present at all important highlights of the event. Artists with anti-drug message will be invited. Key international experts on drug rehabilitation, like San Patrignano in Italy, should have a prominent role.

Practical realization

The organising group, National movements against drugs (NMAD) has the overall responsibility and have appointed a project leader, who, together with a steering group consisting of representatives of ECAD , IOGT-NTO, RNS and C.R.I.S. will lead the organisation work. Representatives of the City of Stockholm and the Swedish government are part of the steering group. Furthermore, we have set up a large number of working groups with representatives of NMAD.

Surrounding activities

Swedish and international organisations should be encouraged to hold their meetings and other activities in connection with the World Forum Against Drugs. For example, the Swedish National Police Association could have a meeting where they invite their narcotic police colleagues from other countries to Stockholm. IOGT-NTO could place a major meeting to Stockholm, and so on.

It would further be desirable to place ministerial meetings in Stockholm during the week in question.

Press/Media

We have informal contacts with TV4 and SVT about coverage of the event and as well as of an artist gala on the Big Scene in Kungsträdgården.

We have also informal contacts with Radio Rix about placing their morning show “Rix morning zoo” into Kungsträdgården at World Forum Against Drugs, and also placing their tournament final in the Big Scene in Kungsträdgården.

NGO-resolution

During the World Forum Against Drugs, the host organisations shall sign a resolution in support of restrictive drug policies, with the overall goal of a drug free world.

The resolution shall be based on the UN Conventions on Drugs and the Convention on the Rights of the Child. Parallelly, the international signing campaign in support of the UN Conventions on Drugs will continue around the world. Previously, the petition has gathered 1,5 million signatories. A reasonable goal should be set, and the campaign start at the end of 2006.
